Quality assessment

The review is based on a comprehensive search. The authors provide details of the characteristics of included studies and despite the lack of evaluations they provide a useful summary of the characteristics of interventions in the field.  However, the review has some major limitations. It is not clear what type of studies were eligible for inclusion. The methods for the analysis of evaluation studies is somewhat unclear and the authors do not critically appraise studies, which is of concern as it appears they had no restrictions on study design. However, the authors acknowledge the limitations of the literature and do not draw strong conclusions.
