The intervention: The programme is to strengthen local government capacity's to deliver services in the post conflict setting of Northern Uganda. Specifically, the program addresses the problem of staff recruitment and retention through special incentive packages. Recruitment under the programme will not only focus on raising numbers, especially to fill key posts.
The evaluation: The study will evaluate the impact of the provision of incentives for government workers to relocate to conflict-affected areas on the staffing levels in health and education institutions over a three year period. These sectors were chosen for the evaluation as they directly benefit the poor and marginalized members of the society, especially women. The study will randomize the phase-in of the intervention using a stratified multi-stage sample. A double difference approach will be used to analyze household, behavioral, and geographic measures in addition to the standard outcome measures related to staffing levels.
