3ie RFQ Pre-announcements

 

We will be issuing a Request for Qualifications for research teams to conduct an impact evaluation of Living Side by Side, a peace-building programme implemented by the Center Interbilim and Legacy International. This RFQ will be launched in February 2013. Interested research teams should include Kyrgyzstan nationals in a substantial academic role. Read more

On 1 March, we will be issuing a Request for Qualifications for an impact evaluation of Aadhaar, a project being implemented by the Unique Identification Authority of India. Institutions applying for this study must be based in India. The research teams may include international members but must comprise Indian nationals based in India. Read more

By mid-March, we will issue a Request for Qualifications for an impact evaluation of the Integrated Neighborhood Approach (INA) programme in Haiti. INA is part of International Federation of Red Cross and Red Crescent Society's response to the 2010 Haiti Earthquake. Interested research teams must include at least one Haitian national in a substantive academic role in their team. Read more

Evidence from 3ie Studies

 

Slum upgrading strategies involving physical environment and infrastructure interventions and their effects on health and socio-economic outcomes: A 3ie-supported systematic review found that slum upgrading may reduce diarrhoeal infections among residents and helped reduce their water-related expenses. However, the evidence on socio-economic outcomes was weak.

A 3ie systematic review on Interventions to reduce the prevalence of female genital mutilation / cutting in African countries argues that improving legal provisions are not enough. Interventions that are not aligned with community needs, or those that failed to involve religious leaders, suffered low attendance and drop outs. A 3ie evidence review, summarizing the findings of the study was launched on February 6, the International Day of Zero Tolerance Against Female Genital Mutilation. Read more

 

3ie Impact Blog

 

Using the causal chain to make sense of the numbers: Howard White says that impact evaluators need to link their theories of change with data analysis and examine the breaks in the causal chain of a development intervention.

Of rumours related to blood, poison and researchers:
An analysis of 67 evaluations supported by 3ie suggests that suspicion and distrust among community members can stall implementation of development programmes. Impact evaluators must account for historical, sociological and cultural factors in their studies. Radhika Menon and Thomas de Hoop make a pitch for an interdisciplinary approach to impact evaluations.

Call for Papers / Fellowship / Awards/ Bids

 

The African Evaluation Journal (AEJ) is calling for papers on the theme 'Monitoring and Evaluation in African contexts - history, status and prospects for African monitoring and evaluation'. Deadline for submission: 1 March.

The United States Agency for International Development (USAID) is offering two full-time Impact Evaluation and Research Fellowships under the Democracy Fellows and Grants Program (DFG). Application deadline: 6 March.

The Global Development Network is inviting submissions for Global Awards and Medals Competition 2012. Inequality, Social Protection and Inclusive Growth is the focus. The competition accepts submissions in the sub-categories of research on development, research proposals and development projects. Application deadline: 11 March.

Norad's Evaluation Department is inviting bids for the evaluation of Norwegian Aid Administration's system and practices. The evaluation will assess the Norwegian aid administration's internal processes for grant management of Norwegian-funded intervention, and will focus on how and to what degree the current regulations and practices ensure evaluability of the interventions, including results measurement. Application deadline: 18 March
