Impacts of removing user fees for maternal health services on universal health coverage in Kenya
3ie Impact Evaluation Report 91
Timothy Abuya, Mardieh Dennis, Dennis Amanda, Francis Obare and Ben Bellows
This evaluation examines both the short- and long-term impacts of removing user fees for maternal health services in Kenya on low-income women’s maternal health facilities use. Though public facilities use increased, the gains in equity and use may be short-lived when user fees exemptions are not supplemented with alternative financing mechanisms for the facilities.
