This evaluation examines both the short- and long-term impacts of removing user fees for maternal health services in Kenya on low-income women’s maternal health facilities use. Though public facilities use increased, the gains in equity and use may be short-lived when user fees exemptions are not supplemented with alternative financing mechanisms for the facilities.
