Etienne Lwamba

Etienne supports and manages the production of systematic reviews, evidence gaps maps and other research products as part of 3ie’s Synthesis and Reviews Office. With a background in governance and peacebuilding, Etienne is leading synthesis projects analyzing women’s empowerment in fragile and conflict-affected settings, women’s political empowerment, good governance, political competition, and democratization. Etienne brings over five years of experience managing development programs and contributes to 3ie’s business development through the monitoring of opportunities, networking and preparation of proposals. Etienne also contributes to the expansion of the Development Evidence Portal and the management of evidence data.  

Prior to 3ie, Etienne worked with the Overseas Development Institute and IMC Worldwide on UK’s Foreign, Commonwealth and Development Office programs. Etienne holds an MSc in Conflict and Development from Sciences Po Lille (France) and a Graduate Diploma from the London School of Economics (UK).
