Liz Brown
Liz Brown is a senior research fellow at 3ie and currently a staff scientist at Center for Effective Global Action (CEGA) at UC Berkeley where she leads the Cost Transparency Initiative to improve and scale the use of high-quality cost evidence in impact evaluation research. Liz conducts research on the economic and financial cost of conventional aid programs and cash transfers in CEGA’s cash benchmarking portfolio and teaches applied economic evaluation in the East Africa Social Science Translation (EASST) fellowship training program. Her interests include designing tools, models, experiments, and instruments to collect and analyze data and generate decision-relevant policy insights. Liz worked on the development of cost effectiveness analysis guidance at USAID and co-authored a report investigating value for money analysis in impact evaluations at the World Bank. Liz has a PhD in Policy Analysis from the Pardee RAND Graduate School.
