Brian Hutchinson specializes in economic evaluations of international development programs, including cost-economy, cost-effectiveness, and cost-benefit analyses. As a member of 3ie’s Cost Evidence Working Group, he designs and implements methods for collecting data on the costs of development programs. He is currently leading cost research for components of USAID activities.
Prior to joining 3ie, Brian served as a research analyst in RTI International’s Center for Global Noncommunicable Diseases. There, he conducted economic evaluations investigating the return-on-investment of tobacco control demand reduction measures, led cost-benefit analyses comparing strategies to scale cancer control interventions in Kenya, and managed cost data collection and analysis for the NIH-funded PULESA Uganda program integrating care for HIV and hypertension. He also has extensive experience designing and conducting systematic literature reviews on issues linked to international development, including health and digital financial inclusion.
Brian earned his master’s degree in public administration and a B.A. in English and Political Science from the University of Washington.
