Abdelrahman provides technical and management leadership for systematic reviews, evidence gap maps, other evidence syntheses, and impact evaluations. His responsibilities include leading in-house research projects, preparing proposal materials for fundraising, writing program documents, reviewing grant proposals, quality-assuring 3ie-funded studies, and managing external reviewers. He also oversees evidence programs and professional services grants, conducts research, provides technical assistance for capacity building, and writes content for publications. Abdelrahman participates in high-level events, conferences, and workshops, and serves on internal and external committees, boards, and panels. Abdelrahman is based in Cairo, and he focuses on expanding 3ie's work in the Middle East and Africa.
Before joining 3ie, Abdelrahman was the Director of Learning and Strategy at the Sawiris Foundation for Social Development (SFSD), supporting evidence-based and inclusive development initiatives. With 20 years of experience in social development, he has worked on impact evaluations, policy advising, learning, capacity building, research, and policy development. He has also served as a consultant or expert with the World Bank, UNDP, BCG, and other international organizations and INGOs.
His core competencies include designing, implementing, and measuring the impact of development programs using rigorous scientific methods, such as randomized controlled trials (RCTs). He is passionate about evidence-based programs and effective altruism, believing reliable data is key to alleviating poverty with limited financial resources. Previously, he was the Director of the J-PAL Initiative for Egypt and the Associate Director of Research at J-PAL MENA, where he co-founded J-PAL MENA. In these roles, he established partnerships, disseminated evidence, and managed research projects in Egypt and the region. Additionally, he is a socio-economic researcher and principal investigator for studies on topics such as female labor force participation, job preferences, and social protection, and he publishes in academic journals such as the Journal of Development Economics.
Abdelrahman holds several postgraduate diplomas in economics, public policy, and research. He also has an MA in International and Comparative Education from the American University in Cairo and is currently a PhD fellow in Development Economics at the United Nations University-MERIT/Maastricht University.
