The National Rural Livelihoods Project (NRLM) is unique because it operates through Self-Help Groups or SHGs. Unlike previous livelihoods programmes, the membership of SHGs consists entirely of women. These groups enhance women’s access to formal credit, promote savings, financial services and facilitate livelihoods activities. To understand the effectiveness of the NRLP over the last few years, 3ie worked with the Ministry of Rural Development, the World Bank and the Bill and Melinda Gates Foundation to conduct the first large-scale evaluation of the programme.
