Measuring open defecation behaviour in India

Open defecation poses significant health risks for individuals and communities across the globe. The practice affects vulnerable populations through diseases such as diarrhoea, schistomiasis and trachoma, which often lead to stunting and malnutrition in children. It is particularly prevalent in India, which is home to 59 per cent of the 1.1 billion people in the world who practice open defecation.

Anmol provided research, planning and project management support for 3ie's thematic grant programme on promoting latrine use in rural India. Prior to joining 3ie, she contributed to research on skill development and labour at NITI Aayog. She also worked with the Centre for Policy Research on elementary education delivery and on empowerment of urban local bodies at the National Institute of Urban Affairs. As a volunteer with the Centre for Equity Studies, she contributed to surveys on urban homeless shelters. She holds a Master’s in Public Policy from the National Law School of India University, Bangalore and a Bachelor’s in Psychology from Fergusson College, Pune.

We are in the midst of a global learning crisis. This is the clear message from recent major reports: According to the World Bank’s 2018 World Development Report on learning, “hundreds of millions of children reach young adulthood without even the most basic life skills.” And the Education Commission’s 2016 Learning Generation report estimates that “over three-quarters of a billion young people in low- and middle-income countries will not be on track to acquire basic secondary-level skills.”

Emmanuel Jimenez is Director General, Independent Evaluation Department of the Asian Development Bank (ADB). Reporting to ADB’s Board of Directors, his responsibilities include assessing ADB’s development effectiveness, as well providing lessons to inform ADB operations. Prior to joining ADB, Mr. Jimenez worked as an Independent Consultant who provides advice, and conducts research and training on evaluation, economics, development management, education and social protection programs. Prior to this, he was the Executive Director and CEO of 3ie. In this role, he led and conducted impact evaluations and evidence reviews. He provided strategic direction to the organization as it championed the generation and use of evidence to guide decisions regarding policies and programs that improve lives in low and middle-income countries. Previously, Mr. Jimenez had worked for 30 years in the World Bank Group (WBG) and held several senior management roles across several departments such as the Independent Evaluation Group (IEG), the South Asia, East Asia, and Pacific Groups, and the Policy Research Department. Mr. Jimenez was a faculty member of the Economics Department of Western University in London, Canada. Throughout his career, he has published extensively, including articles in peer-reviewed professional journals, books and reports on economic development and served as managing editor of several international development journals.

Born in the Philippines, Mr. Jimenez is a national of Canada. He holds a Doctorate in Economics from Brown University in the United States, a Master’s degree in Economics from University of Toronto in Canada, and a Bachelor’s degree in Economics from McGill University in Canada.

Elizabeth M King

Senior Fellow, Brookings Institution
Elizabeth M King is a senior fellow (non-resident) at the Brookings Institution.
She was the World Bank’s director of education for six years until June 2014 where she was the technical head and senior spokesperson for global policy issues related to education. She also led the development of the Bank’s current education strategy and served as its senior representative in global partnerships on education. She was acting vice-president for the human development network before retiring in September. At the Bank, she was also the research manager for human development issues, lead economist for the human development department for East Asian countries, co-author of three World Development Reports and member of the Research Committee.

Elizabeth is currently a co-editor of the Comparative Education Review, a frequent reviewer for economics journals, and member of the advisory boards of CAMFED, Teach for All and the World Bank’s Africa Gender Innovation Lab. Before joining the World Bank, she taught economics at University of the Philippines, UCLA and Tulane University and lectured at the Graduate Program in International Policy Studies in Tokyo and the Université d'Auvergne.

She has published articles in professional journals, books and book chapters and blogs on topics such as investments in human capital, gender issues and decentralisation reforms. She has worked in countries as diverse as Bangladesh, Colombia, Ghana, Indonesia, Laos, Nicaragua, Pakistan and the Philippines, among others. She completed her BA and MA from the University of the Philippines, and holds a Ph.D. in Economics from Yale University.

Ju-Ho Lee

Professor, KDI School of Public Policy and Management, South Korea
Ju-Ho Lee is a professor at KDI School of Public Policy and Management in South Korea.

His research interests draw on his nine-year experience as a high-level public servant in the Korean government and National Assembly, including researching human capital and innovation policies, such as changes in the education workforce; innovation in education; innovation ecosystems; and government reforms. He currently serves as a commissioner of the International Commission on Financing the Global Educational Opportunities and as chair of the Education Workforce Initiative.

Professor Lee served as Minister of Education, Science and Technology in South Korea (2010-2013). He also worked as Senior Secretary to the President for Education, Science and Culture. As a member of the National Assembly (2004-2008), he was noted for his education reform endeavors and active lawmaking.

His publications include Human Capital and Development: Lessons and Insights from Korea’s Transformation (2018) and Positive Changes: the Education, Science & Technology Policies of Korea (2012).

Professor Lee holds BA and MA degrees from Seoul National University and a PhD in Economics from Cornell University.

3ie’s Agricultural Risk Insurance Evidence Programme: a structured approach to impact evaluations

With climate change becoming a reality, agricultural productivity has suffered considerably. This has put at risk the livelihood of the majority of the world’s poor, who are dependent on agriculture and related activities. Various risk mitigation solutions such as improved seeds and drought irrigation have shown promising results, but the role of transferring risk via agricultural insurance demands deeper exploration.
