There is increasing evidence available on the impact of development interventions, yet the demand and use of this evidence in informing policy is limited. This paper by Miguel Székely provides elements for defining and implementing a commitment to evaluation (c2e) index. This index intends to draw from initiatives which exist or may be created for developing country policymakers to value, build ownership and commit to the c2e initiative.
