Payment for environmental services
This brief is based on a systematic review by Snilsveit and colleagues which examines the evidence on the effects of payment for services programmes on socio-economic and environmental outcomes. The findings suggest that the effects are of low or very low quality and need to be interpreted with caution. Even though large-scale implementation of such programmes may be a high-risk strategy, such programmes are perceived positively by the participants, across a range of contexts. The authors identified several context, design and implementation factors that can influence the programmes’ effectiveness, including careful targeting of programme participants, their full participation, and the need for strong government structures.
