Some reflections on current debates in impact evaluation

Howard White
Howard White reflects on the impact evaluation debates. Impact evaluation has been defined in various ways. One refers to outcome and long-term effects. The other is about attribution. This paper uses the latter, arguing that there is a lack of studies of this kind. It is also argued that quantitative estimates of impact, where possible, have added policy relevance. However, there is no hierarchy of methods and one should adopt the one most suitable.
