This impact evaluation examines how India’s NRLM tackles structural barriers to rural income growth by building large-scale federations of women’s self-help groups and sequencing targeted economic interventions. It presents evidence on the individual and combined returns of these phases, highlighting strong federations as key to sustained income gains.
