New 3ie executive director takes office

We are very pleased to welcome Emmanuel (Manny) Jimenez as our new executive director. He joined 3ie on 9 February after 30 years at the World Bank Group. He most recently was the director, public sector evaluations in the World Bank Independent Evaluation Group. “I'm excited, humbled and honoured. Excited because 3ie is engaged in one of the most important tasks in development – generating high-quality evidence on what works in international development to improve people's lives. Humbled because Howard White has done an incredible job in leading 3ie to be in the forefront of rigorous evaluation and evidence syntheses and because he has set a high standard for his successor. And honoured because I will be working with such a dedicated and world-class board of commissioners and professional team to fulfil this compelling mission. I'm very much looking forward to contributing through what I've learned in my many years of researching, designing, implementing and evaluating development programmes,” Manny said when he was appointed. Consultative workshop on innovative approaches for increasing immunisation coverage:
We invite expressions of interest from researchers and representatives from implementing agencies working in the area of immunisation to participate in a consultative workshop in London, 9-10 April. A key objective of the workshop is to bring together researchers and implementers to submit an evaluation proposal for a grant under this programme. Deadline for applications: 23:59 GMT, 23 February. Thematic Window 2, HIV Self-Testing, Zambia: We have awarded a grant to the Centre for Infectious Disease Research in Zambia to undertake a formative study related to the design, implementation and evaluation of interventions using HIV self-tests in Zambia. Read more

Thematic Window 4, Agricultural Innovation: We have awarded four proposal preparation grants for impact evaluation of interventions on agricultural innovations in Kenya, Ghana, Zambia and Burkina Faso. Read more

Thematic Window 7, Integration of HIV Services: We have awarded five grants to implement pilot interventions that integrate HIV services with other health services in Sub-Saharan Africa and conduct impact evaluations of those programmes. Read more

Thematic Window 8, Transparency and Accountability in Natural Resource Governance: We have awarded eleven proposal preparation grants to seven teams to design impact evaluations of initiatives to improve transparency and accountability of governance of natural resources in the extractives sector in Myanmar, Uganda, Kenya, India, Peru, Ecuador, Kenya, Mozambique and Mongolia. Professional services,Treatment as Prevention: We have awarded a grant to the Africa Centre for Health and Population Studies at the University of KwaZulu-Natal to undertake a study to determine if immediate antiretroviral therapy (ART) reduces HIV incidence at population level.

Policy Window 3, Bihar Community Health: We have awarded three proposal preparation grants to design impact evaluation of two community mobilisation initiatives, Gram Varta and Uddeepan, under the Sector Wide Approaches to Strengthen Health in Bihar, India.

Successful policy engagement

Incentivising tax officers in Pakistan to improve tax revenue collection: A randomised controlled trial of performance-based incentives for tax collectors in Pakistan showed they resulted in higher tax collection through an expanded tax base, with no damage to public perceptions of the Excise and Taxation Department. Encouraged by these results the department has requested the researchers to do a follow-up study to assess the impact of non-monetary incentives, such as merit-based transfer and posting in improving performance. New 3ie systematic reviews published

Effects of decentralised forest management on deforestation and poverty in low- and middle-income countries: a systematic review: This review by Cyrus Samii, Laura Paler, Larry Chavis, Parashar Kulkarni and Matthew Lisiecki assesses the evidence on the effects of decentralised forest management (DFM) programmes on conservation and poverty outcomes in developing countries. The study finds that DFM reduces deforestation rates. However, the evidence on effects on welfare is limited. Read more

Effects of payment for environmental services on deforestation and poverty in low- and middle-income countries: a systematic review: This review by Cyrus Samii, Laura Paler, Larry Chavis, Parashar Kulkarni and Matthew Lisiecki assesses the evidence on the effects of payment for environmental services (PES) interventions on conservation and poverty outcomes in low- and middle-income countries. The study finds only a moderate positive effect of PES on deforestation rates, suggesting that the programmes are not cost effective. The evidence does not indicate a positive effect on poverty reduction. Read more

A new paper, Effectiveness of a rural sanitation programme on diarrhoea, soil-transmitted helminth infection, and child malnutrition in Odisha, India: a cluster-randomised trial, based on a 3ie-funded study was published in the Lancet. It shows that the Community-Led Total Sanitation in Odisha, India, significantly reduced open defecation, but had no impact on child diarrhea, soil-transmitted helminth infection, or child malnutrition. Scoping Paper 1, What evidence is available and what is required in humanitarian assistance: The first in the series, this study by Mike Clarke, Claire Allen, Frank Archer, Diana Wong, Anneli Eriksson and Jyotsna Puri, provides an independent analysis of the evidence base of evaluations in humanitarian assistance. It identifies areas where there are key gaps and where there is a need to prioritise rigorous evidence so that research can be conducted on issues that are most important and valuable. Read more

Working Paper 22, What methods may be used in impact evaluation of humanitarian assistance? Jyotsna Puri, Anastasia Aladysheva, Vegard Iversen, Yashodhan Ghorpade and Tilman Brück explore the methodological options and challenges associated with collecting and generating high-quality evidence needed to answer important questions on the impact of humanitarian assistance. Replication Paper 3, Reanalysis of health and educational impacts of a school-based deworming program in western Kenya part 1 and 2: pure replication and alternative analyses: This is a two-part replication study of Edward Miguel and Michael Kremer’s impact evaluation of a school-based deworming programme in Kenya by Alexander Aiken, Calum Davey, James Hargreaves and Richard Hayes. In part 1, the authors present a pure replication that reexamines the coding and methodologies. In part 2, the authors apply alternative analyses to the original research effort, including testing alternative estimation strategies and an examination of the causal chain to see how the conclusions reached compare with those of the original study. Replication Paper 4, The long and short of returns to public investments in fifteen Ethiopian villages: This replication study of Stefan Dercon, Daniel O. Gilligan, John Hoddinott and Tassew Woldehanna's study on the impact of agricultural extension and roads on poverty and consumption growth in fifteen Ethiopian villages by Willam H. Bowser, extends the original short-term analysis to a longer term, five-year perspective. The replication findings suggest higher economic returns to future road infrastructure investment than agricultural extension services. Read more

3ie evidence gap maps: We have launched evidence gap maps, a tool that provides a graphical display of evidence from systematic reviews and impact evaluations in a given sector or thematic areas, such as education, productive safety nets and water sanitation and hygiene. They highlight gaps in existing evidence base and thus inform strategic research agendas and ensure that resources are spent on studies that really matter. Read more

Unicef impact evaluation methodological briefs: 3ie experts have co-authored a series of impact evaluation methodological briefs which were published by Unicef's Office of Research. The series covers the building blocks of impact evaluation, strategies for causal attribution and different data collection and analysis methods. Read more

New issue of Journal of Development Effectiveness: The latest issue includes a paper on Mitigating seasonal hunger with microfinance in Bangladesh: how does a flexible programme compare with the regular ones? by Shahidur R.
