Research opportunities at the FCDO Research Commissioning Centre

On behalf of UK’s Foreign, Commonwealth and Development Office (FCDO), we are pleased to announce two funding opportunities from the Research Commissioning Centre (RCC) managed by 3ie and the University of Birmingham:

  1. Portfolio review of FCDO’s Technology and Innovation Unit’s investments: We are inviting proposals to conduct a review of the FCDO’s Technology and Innovation Unit’s portfolio and its current use of behavioral science. The aim is to explore the current use of behavioral science designs, examine their potential applications and barriers, and understand how to embed these approaches further across the FCDO’s portfolio. Applicants should review the full call for proposals and complete the application form and budget template provided here.  Please submit the completed documents by email to rcc@3ieimpact.org by 2 October 2024.
  2. Studying the effects of climate change and variability on water resources in Uruguay: We are inviting proposals to study the effects of climate change and variability on water resources in Uruguay. The aim is to assess the impacts of climate change and climate variability, as well as socio-economic activities on water resources in Uruguay and to recommend sustainable strategies for water resource management and adaptation. Applicants should review the full call for proposals and complete the application form and budget template provided here. Please submit the completed documents by email to rcc@3ieimpact.org by 10 October 2024.

3ie’s Journal of Development Effectiveness 

JDEFFAs a global leader in evidence production, we also promote the uptake of best practices and capacity development amongst researchers, especially in low- and middle-income countries, to ensure that the evidence produced is credible and aligned to ethical practices. Through our initiative on Transparency, Reproducibility, and Ethical Evidence (TREE), we have been working toward stronger integration of ethical principles into practice. As part of this, we have brought out a special issue of the Journal of Development Effectiveness that highlights this topic. Articles in this issue are dedicated to issues around transparency and ethics in the context of impact evaluations. Here is a list of articles you can find in this issue:

Reflections from the evaluation of the ISPV- Africa project in Togo



Access to healthcare is a national priority in Togo. Yet, in 2016, only 7.6% of the Togolese population was covered by a social protection system and only 44.7% attended health facilities. Moreover, patients generally got disillusioned in health centers with very little knowledge of the health system, making it difficult to navigate and receive proper care. To address these health and social protection shortcomings in Togo, the ‘Innovation pour la Santé des Personnes en Situation de Vulnérabilités en Afrique’ (ISPV-Africa) project was launched to improve access to preventive and curative health services for low-income populations in the Zio and Grand Lomé districts. The project combines three elements: (i) provision of medical facilitator services at home and in health centers, (ii) use of a mobile health application ‘DokitaEyes’ and (iii) provision of health coverage in rural and urban areas.

Our pilot study assessed the feasibility of a rigorous impact evaluation on a larger scale of the project and to understand the determinants of demand for health insurance within the community. In our latest blog, the authors share the lessons learned from the pilot phase. 

This project is part of 3ie’s West Africa Capacity-building and Impact Evaluation (WACIE) program that supports and promotes the culture of evidence-informed decision-making among high-level policymakers across eight countries of the West African Economic and Monetary Union (WAEMU).  Read blog

World Humanitarian Day Wrap-up 



Call for studies | Updating the evidence base on humanitarian food security interventions

3ie, in partnership with the Humanitarian Assistance Evidence Cycle Activity (HAEC) is updating a 2022 evidence gap map (EGM) on food security interventions in humanitarian settings. Our EGM will include studies published in the last two years – including six HAEC-funded impact evaluations of emergency food security programs implemented with the support of the USAID Bureau for Humanitarian Assistance.

3ie and HAEC are seeking input from policymakers, researchers, and practitioners to ensure we capture the most recent and relevant evidence. We are interested in relevant impact evaluations or systemic reviews in emergency and humanitarian contexts — particularly unpublished, forthcoming, or grey literature studies. If you have relevant studies to recommend, please submit your suggestions by filling out this Google form  by 27 September.

8th National Evaluation Capacities Conference (NEC 2024) | 14-18 October
 
The UNDP Independent Evaluation Office (IEO) is organizing the 8th National Evaluation Capacities Conference (NEC 2024) in Yanqing, Beijing from 14 to 18 October 2024. This conference is co-hosted by the China International Development Cooperation Agency (CIDCA), and in collaboration with the Global Evaluation Initiative (GEI). 
 
The conference theme “Responsive Evaluation: For Government, For Inclusion, For the Future,” underscores the importance of sharing progress and lessons learned in strengthening national evaluation systems, their role in achieving the SDGs and other development goals, and how new technologies and approaches in evaluation can facilitate the achievement of the SDGs.

AfDB Evaluation Week, 17-19 September 2024
The 2024 AfDB Development Evaluation Week was held in hybrid mode at AfDB Headquarters in Abidjan, Côte d’Ivoire and online. The theme of the 6th edition of Evaluation Week was "Navigating rough seas towards a brighter horizon for Africa’. 3ie’s Anca Dumitrescu and Deo Gracias led a pre-conference online workshop on ‘Cutting-edge approaches to communicating evaluative insights’ on 17 September.

Swashakt – Learning and insights on empowering women’s collectives | 12 September 

3ie Swashakt event
We organized a learning workshop for 3ie’s Swashakt program in Delhi. The program, supported by the Gates Foundation, was launched in 2020 to enhance women's economic and social well-being by strengthening women-led collective enterprises in India. During the sessions, key stakeholders underscored findings, lessons learned, and successful strategies from nine projects in nine Indian states. We also discussed future opportunities for investment and gender-transformative policies to further empower women.

Neelakshi Mann, Director-Asia Programs, 3ie, outlined the objective of the program to identify what works to enhance the viability and scalability of women’s collective enterprises in farm and non-farm sectors. In her opening remarks, Marie Gaarder, Executive Director, 3ie spoke about the need for governments and multilateral organizations to understand the impact of their programs, especially to make progress on the sustainable development goals. Charanjit Singh, Additional Secretary, Ministry of Rural Development, Government of India, made the keynote speech and talked about why the ministry’s partnership with 3ie has been critical. He underscored the need for evidence generation and interpretation to understand the implementation and impact of programs. Anjani Kumar Singh from the Gates Foundation explained how learning from different Swashakt projects, in particular, the evidence on various prototypes and models in India, will help inform investments and ensure better program effectiveness.

Asian Evaluation Week | 2-5 September | Shanghai

Marie Gaarder
The Independent Evaluation Group at Asian Development Bank (ADB) and the Asia Pacific Finance and Development Institute organized the Asian Evaluation in Shanghai, China, on the theme ‘Innovations for Influential Evaluation.’ 3ie’s Executive Director Marie Gaarder was part of two panels, where she joined experts from the Independent Evaluation Department at ADB, the Economic Research and Development Impact Department, Kartu Prakerja, the Independent Evaluation Group of the World Bank, and the Independent Evaluation Unit of the Green Climate Fund. Her panel discussions focused on ‘Leveraging impact evaluations for development impact’ and ‘Evaluation Headlines Live: Evolving Role of Evaluation in Preparing for an Uncertain Future’.
