Colloquium on evaluation of public policies, Benin 3ie participated in the regional colloquium on evaluation of public policies in Francophone countries on 8 and 9 July in Benin. More than 200 representatives from Francophone and other African countries participated in the event. Lionel Zinsou, the prime minister of Benin, acknowledged 3ie’s role in developing the West African regional impact evaluation programme. Mexico Evaluation Week 3ie participated in the first Mexico Evaluation Week held 15-19 June in Mexico City organised by a 3ie member, CONEVAL, along with AMEXID and CIDE-CLEAR. |

3ie Replication Paper 6, The impact of India's JSY conditional cash transfer programme: a replication study This authors conducted an internal replication of Lim et al.’s impact evaluation of India’s Janani Suraksha Yojana (JSY) intervention, a large-scale conditional cash transfer programme designed to incentivise the use of formal birthing facilities. The researchers find the original results robust to changes in model specifications and analysis. The study finds state-level differences in health coverage and mortality outcomes, which should be considered in future analyses of the programme. Read more |

3ie Replication Paper 7, Walking on solid ground: a replication study on Piso Firme’s impact This paper re-examined the findings from Cattaneo et al’s study Housing, Health and Happiness, an impact evaluation of Piso Firme, a government intervention to replace dirt floors with cement flooring in Mexican households. The replication found similar results as the original study. The results remain generally robust to the alternative strategies introduced in the measurement and estimation analysis. Read more |

3ie Impact Evaluation Report 28, Smallholder access to weather securities in India: demand and impact on production decisions This study evaluated the impact of a simple, transparent and flexible weather index insurance (WII) product among smallholder farmers cultivating rain-fed soybean crops in the state of Madhya Pradesh in India. The findings show that the overall demand for the WII was low. More specifically, there was a fall in demand as price and distance to the weather station increased. Read more |

3ie Impact Evaluation Report 31, Can e-governance reduce capture of public programmes? Experimental evidence from India’s employment guarantee scheme in Bihar This study reports on a field experiment that evaluated an e-governance reform of the fund flow system for the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), India’s flagship social protection programme. This reform reduced the number of administrative tiers associated with wage disbursement and changed the informational requirements for requesting and disbursing programme funds. The study findings show that the intervention reduced MGNREGS spending, left employment and wages unchanged and delayed labour payments. A new paper, Farmer field school and farmer knowledge acquisition in rice production: experimental evaluation in China, based on a 3ie-funded study on assessing the impact of farmer field schools on fertiliser use in China was published in the journal, Agriculture, Ecosystems & Environment 3ie-supported replication study, Reanalysis of health and educational impacts of a school-based deworming program in western Kenya Part 1 and 2: pure replication and alternative analyses, published in the International Journal of Epidemiology. |

The discussion was on the importance of evaluation for public policies. Annette N Brown, 3ie deputy director and head of 3ie Washington office, was cited in Can randomized trials eliminate global poverty? and Millennium Villages Project launches retrospective analysis in Nature. Emmanuel Jimenez, 3ie executive director, was cited in The World Bank under Jim Kim in The Lancet. Richard Manning, chair, 3ie board of commissioners; Emmanuel Jimenez; Jyotsna Puri, 3ie deputy executive director and head of evaluation and Annette N Brown were featured in Evaluation Matters published by the African Development Bank. David Miliband and Ravi Gurumurthy’s article in Foreign Affairs, Improving humanitarian aid: how to make relief more efficient and effective, mentions the 3ie impact evaluation repository as an important source for evidence on impact of development interventions. Kristen Stelljes and Ruth Levine’s blog, Impact evaluation for better development outcomes: our new directions, discusses Hewlett Foundation’s approach to funding impact evaluations. The blog also mentions that 3ie, a grantee of the Hewlett Foundation, has played an important role in making rigorous evidence available and promoting standards for impact evaluation quality and transparency. |
